Abstract
The problem of study was determined in the following main Issue:
The study aims to identify the disabilities that influence on practicing
childhood welfar programms in the urban society which related to:
(1) the programme. .                    (2) the family
(3) the organizations                     (4) the society.
Then the obtaining on a planning frame to face the disabilities to sustain
its role in the welfare of childhood and its development.
The concepts of research:
The concept of the disabilities, concept of programme, concept of
welfare of childhood and the concept of urban society.
The theories:
   (1) system theory                        (2) communication theory.
The methodological procedures of research:
kind of study: a descriptive study.
the method: social survey
place of study: the typical kindergarten for languages in fakoos.
period of study: the process of gathering information started from
(1/6/2001) to (4/8/2001) .
The human field or the sample of study is made up of" 1 00" items
from the parents of children, and" 1 0" items from the w.grkers of the
kindergarten and so "10" items from who are interested in childhood.
Identifying the most important disabilities that influence on the practice of
childhood welfare programms and so the obtaining of suggested planning
frame to face these disabilities.
